I wouldn't pay too much attention to your streak. Perks are not working so I wouldn't worry about any streak. I've had multiple 10 streaks and noticed no change in ai. Streaks are over rated anyway. You can do 1 contract like nuclear one and exfil to keep the streak,it's just too easy .I do hope they fix the perks. It works well in hunt showdown

All my characters won’t go past 6 exfil streak. Even tho I exfil with a perk it shows me getting the 7th perk at the total screen but when I get back to lobby it’s still stuck at 6. I have characters that have exfiled 20 times without fail but still only 6 perks. As a late game DMZ player one of the few things left for me is to stack perks. I have an operator with like a 16 extract streak (even tho it somehow stops counting after 10 now) and my perks are: Double Time, Strong Arm, Scavenger, Bomb Squad, Cold Blooded, Focus, Fast Hands, Ghost, Spotter, Quick Fix.

I've had the same issues as you, some were able to reach 10 exfils, some stuck at 8, some stuck at 2, some stuck at 4. Somebody just posted a video showing off a few operators with 10 streaks, probably have to go in sequence. Yeahh true. I got rid of one of my 8s, we’ll see how it goes.
