The command in the .ini files was something to the effect of LevelExperienceOverrideRamp or something. Afaik there is no such command. You cant change the level of tamed creatures, besides leveling. Ini edit is the only way, you can force spawn a dino at a higher level then the cap but it'll reset at server restart.The max Dino level doesn't matter since it all scales.
